I have no idea what’s up with this message, or how the plugin could ‘shutdown the entire site’. Questions:
1. How did you install the plugin?
2. What version of WP are you running?
Try deactivating ALL other plugins and see if CSV Exporter will activate properly.
If that doesn’t change anything, try changing your theme to a ‘WP standard’, like Twenty Twelve, Thirteen, Fourteen, Fifteen. Don’t worry about what the site looks like, just see if the plugin will activate.
